Mark Carney is currently Europe seeking closer Canada-EU ties on national security, trade and economic ties, and citizens.
He travels to France and will attend the European Union State of address.
According to reports, he has proposed making Canada an associated partner of the European Union.
Carney said visa rules and possible visa-free travel will be part of the negotiations.
Some commentators note the EU's warm view of Carney does not ensure easier trade deals.
